Akakus Oil Operations Company invites all specialized and competent companies in providing contaminated sand treatment services as well as treatment of crude oil pit, to participate in the prequalification process.
The participants must have the required technical and financial resources and shall submit to Akakus Oil Operations Company the complete prequalification documents in accordance with the provisions stated in this announcement as follows:
Legal file.
Financial file.
Health, Safety, Environment and Quality file.
Technical file including (technical profile, experience, CVs …etc).
Only the participants who have been prequalified shall be invited to submit to the tender at the appropriate time, and no participant shall be notified of non-qualification.
Akakus Oil Operations Company shall determine the prequalification criteria in accordance with the contractual regulations, and reserves its right to reject any or all participants, at its sole discretion, and the decision of Akakus Oil Operations Company shall be final and not subject to appeal.
This prequalification invitation does not obligate or bind Akakus Oil Operations Company to issue any tender or to conclude any contract.
Any costs resulting from the preparation and submission of the required prequalification documents including any site visits or any other related costs shall be borne by the participating companies.
Terms and Requirements:
Interested companies in the above subject must meet the stated requirements and submit all required information and documents below:
Submission of a letter addressed to the Prequalification Committee (Joint Projects) indicating the desire to participate in the prequalification, including email, telephone number, mobile …etc, for the purpose of quick communication when needed.
Companies wishing to participate whether local or foreign that have actual branches in Libya must submit all required legal documents and papers (see paragraph below for details) that prove the registration status of their legal entity.
As for companies that do not have branches inside Libya and wish to participate, they shall submit a written commitment to complete the legal formalities that prove their registration with the Ministry of Economy in Libya and other relevant authorities, in case they are invited to participate in the tender through the Joint Projects Tender Committee upon passing the prequalification within a period to be determined later by the Tender Committee.
Company registration documents at the Libyan Ministry of Environment.
License document for practicing contaminated soil treatment issued by the Libyan Ministry of Environment.

Submission of CVs of individuals concerned with this field.
Company profile documents and certificates indicating experience in the field of the required work to be executed, and attaching a list including details of contractor capabilities, as well as similar works that have been executed and current works intended to be executed, in addition to any additional documents that may strengthen the position of the company or the consortium.
The attached scope of work contains all details of the required services.
Companies must submit proof of compliance with all international environmental legislation in executing the work.
Health, Safety, Environment and Quality: the participating company must submit the following:
Approved Occupational Health, Safety, Environment and Quality Management System of the company attached with the approved company policies in the field of Health, Safety, Environment and Quality.
Certificates of Health, Safety, Environment and Quality systems ISO-9001, ISO-14001 & ISO 45001.
List of Health, Safety, Environment and Quality procedures followed by the participating company.
Documents proving the financial position of the company (for the last three years) certified by an external financial auditor shall be submitted.
The company has the right to exclude any file that does not meet the above conditions.
The required legal documents and conditions from participating companies shall be as follows:
Valid original copy of the commercial registration and registration with the Chamber of Commerce and Industry.
Valid original copy of the business activity license (commercial or industrial).
Valid original copy of the tax clearance certificate.
Articles of incorporation of the company.
Full matching of the type of activity registered in the documents of the participating company in the prequalification with the nature of the service or project to be executed (scope of work).
Scope of Work:
Execution of works for treatment and rehabilitation of soil contaminated with hydrocarbon materials as well as treatment of crude oil pit which contains a mixture of oil, water and solid residues resulting from oil activities, and this process aims to recover as much quantity as possible of reusable oil, using approved and environmentally safe technologies, including assessment, isolation, treatment and environmental monitoring, in a manner that ensures
reducing the concentration of pollutants to the permissible limits in accordance with national environmental legislation and approved international standards, with full compliance with Health, Safety and Environment (HSE) requirements.
Location of Execution
All activities must be clearly described either to be carried out at the contractor’s yard or at Sharara Field, provided that the contractor shall provide dedicated accommodation for personnel working in Sharara Field.
General Requirements
Contractor Qualifications:
Not less than five years of experience in managing large facilities.
Evidence of relevant projects, especially under similar environmental conditions.
Personnel:
Qualified personnel holding medical clearance and certificates in accordance with company protocols.
Health, Safety and Environment Standards:
Strict compliance with local, international and company-specific standards related to Health, Safety and Environment.

Important Notes
This prequalification invitation does not constitute an invitation to participate in the mentioned tender and does not obligate the company in any case to issue such tender or to invite or include any of the prequalified participants in the final list of companies that will be invited to participate in the said tender.
Invitation to participate in the tender and issuance of tender documents shall be limited only to companies that are prequalified and selected according to the prequalification process.
The bidder shall be fully responsible for all expenses related to the preparation of its offer, and the company shall bear no responsibility for such expenses.
The company shall deal only with persons officially authorized by the companies applying to participate in the prequalification.
The company has the right to extend the submission period for another period if required, provided that the additional period shall be announced automatically on the company website and the website of the National Oil Corporation before or after the end of the tender announcement.
Documents of any participating company shall not be accepted except in electronic form (either via CD or email).
