Addressed to the “Tender Committee,” noting that the deadline for submission is “15-20-2025.”

Akakus Oil Operations Company invites all specialized and qualified companies to participate in the pre-qualification process for waste management services.

Participants must have the required technical and financial resources and submit complete pre-qualification documents to Akakus Oil Operations Company in accordance with the provisions outlined in this announcement as follows:

– Legal file.
– Financial file.
– Health, Safety, Environment, and Quality file.
– Technical file, including (technical overview, experience, CV, etc.).

Only participants who have been pre-qualified will be invited to submit a bid in due course, and no notifications will be sent to participants who are not qualified.

Akakus Oil Operations Company determines the pre-qualification criteria in accordance with contractual regulations and reserves the right to reject any or all participants at its discretion, and the decision of Akakus Oil Operations Company shall be final and non-challengeable.

This pre-qualification invitation does not obligate or bind Akakus Oil Operations Company to issue any tender or to enter into any contract.

Any costs incurred in preparing and submitting the required documents for pre-qualification, including any site visits or other related expenses, will be borne by the participating companies.

Terms and Requirements:

Companies interested in the above subject must meet the stipulated requirements and provide all the information and documents required below:

1. Submit a letter addressed to the Prequalification Committee (Joint Projects) expressing the desire to participate in the prequalification process, including email, phone number, mobile number, etc., for the purpose of quick communication when needed.
2. Companies wishing to participate, whether local or foreign with actual branches in Libya, must provide all the required legal documents (see the paragraph below for details) that prove the registration status of their legal entity.
3. Companies without branches in Libya wishing to participate must submit a written commitment to complete the legal documents that prove their registration with the Ministry of Economy in Libya and other relevant authorities in the event they are invited to participate in the tender through the Tender Committee for Joint Projects, should they pass the prequalification within a timeframe determined by the Tender Committee later.
4. Provide the resumes of individuals relevant to this field.
5. Documents identifying the company and certificates demonstrating experience in the required field of work, along with a list detailing the contractor’s capabilities and information about similar projects that have been completed and current projects intended for execution, in addition to any additional documents that may strengthen the company’s or consortium’s position.
6. The attached scope of work contains all the details of the required services.
7. Companies must provide proof of compliance with all global environmental regulations in executing the work.
8. Health, Safety, Environmental Protection, and Quality: The company participating in the tender must provide the following:
– The company’s approved safety manual attached with the company’s approved policy in the field of health, safety, environmental protection, and quality.
– Certificates for health, safety, environmental protection, and quality systems ISO-9001, ISO-14001 & OSHAS-18001.
– A list of safety, environmental protection, and quality procedures followed by the participating company.
9. Provide documents indicating the financial position of the company (for the last three years) certified by an external financial auditor.
10. The company reserves the right to exclude any file that does not meet the above-mentioned conditions.

The documents and legal requirements required from participating companies are as follows:
– A valid original copy of the commercial registration and membership in the Chamber of Commerce and Industry.
– An original copy of the license to practice commercial or industrial activity.
– An original copy of the tax payment certificate.
– The company’s incorporation contract.
– Complete alignment of the type of activity registered in the documents of the participating company with the nature of the service or project to be implemented (field of work).General waste

1. Purpose of Scope

Providing waste management services for Akakus Oil Operations at El Sharara Field and Zawia Tank Farm, services include waste transportation, temporary storage, treatment, and disposal, excluding oil-contaminated sand to comply with global & local regulations.

2. Key Services

  • Transportation: Moving waste from generation sites to treatment facilities.
  • Treatment and Disposal: Prioritize waste hierarchy—reduce, reuse, recycle, recover, treat, and dispose. Includes options for pre-treatment (e.g., compactors, shredders).
  • Documentation: Maintain detailed waste handling records and provide a comprehensive audit trail.

3. Contractor Requirements

  • Proven experience in waste management services.
  • Compliance with HSE standards and company policies.
  • Provision of trained and certified personnel.
  • Submission of technical and commercial proposals within 21 days.

4. Training and Reporting

  • Conduct environmental training for company personnel on waste management, classification, and safety protocols.
  • Submit regular reports (daily, weekly, monthly) to the company.

5. Acceptance and Evaluation

Proposals will be evaluated on technical and commercial aspects. Company reserves the right to request clarifications and negotiate terms before awarding the contract.
