Leadership and Commitment

At Akakus Oil Operations we have a structured management system with defined departments and each with an organizational chart. The operation main office is based in Tripoli and the production facilities are in the south west of Libya in the Murzuq Basin, at our El Sharara Fields, Ubari. The exporting and storage facilities are based at Zawia on the coast 40Km west of Tripoli.   

Health and Safety Policy

We have a company Health and Safety policy statement for employees. These Policies are printed on each employee’s HSE Passport and posted around offices, workshops and production facilities. The Policies are Management statements showing the commitment to ensure that people can work in a safe environment and are suitably trained to perform their duties, without endangering themselves or others. We will provide the equipment and high engineering standards to ensure the work place is as safe as possible.

Hazard Identification, Risk Assessment and Risk Control

We are developing risk analysis systems into our operation, and are adopting the DuPont STOP Program which  identifies unsafe acts and conditions. This will give us a safer working environment and encourage the  development of a safety culture. We also have in place a permit to work system. This system requires filling in  specific Permit Forms depending on the type of work to be conducted (Hot, Cold, Confined Space Entry,  Excavation, etc.), prior to the work starting and after conducting an inspection of the work site, as a form of  checking that site conditions and equipment are safe to work on. A Lock Out / Tag Out System is also in place  to ensure the isolation of electrical, mechanical or hydraulic systems to safeguard the integrity of personnel  working on a given piece of equipment; each person working on a particular piece of equipment must isolate  that equipment by placing their own locks and warning tags on the equipment starting switches, valves, pumps  and any other devices that could accidentally be activated or opened while a work is in progress. 

Legal and other requirements

We have a Legal advisor, within the company. As part of NOC we are kept up to date with new Laws and changes that are implemented at a National level here in Libya. 

Over the past few years we have developed and implemented several Health and Safety Procedures and Instructions to help us conduct business in a safe and sound manner. Our aim is to develop and implement a Safety Management System in accordance with the OHSAS 18001 requirements.  

Structure and Responsibility

The positions in the organization have roles and responsibilities, and are being defined by formal job descriptions. The company has an organizational chart with formal lines of reporting. 

Health and Safety Training, Awareness and Competence

Training and awareness is an area we are focusing on, and we are carrying out short, on-the-job training sections called Tool Box Talks. Also more formal programs are in place with overseas courses as well as training at the locations or in the Oil Institute in Tripoli.
